A few years ago when Motiva was installing a pipeline between the Convent and NORCO refineries, it was delayed significantly due to high water in the Spring and hunting season in the fall/ winter in some places.

According to the spokesman for the COE they will leave it open until the fore-bay is completely drained. He said this the other day at the meeting they had in Pointe Coupee Parish. Their reasoning was that something could go wrong if they tried to close it with water still pouring through and with it completely drained they could do any necessary repairs to the structure after the water is drained. So basically whenever they decide to open it, it will stay opened until the water gets below the “potato” levee and stops filling up the fore-bay.

Looks like measured discharge is significantly below the measured discharge level. No need to open the Morganza.

Yet. I have a feeling if that system comes up this way, with most of Louisiana on the east side and a steady 30mph SE wind, they will have to open it.

I see that statement as "there isn't as much flow as we projected"

Calculated discharge is based off of observed stage. So, basically for x stage we’d expect the flow to be y. If the actual flow is below the calculated flow then flows are producing higher stages than expected, which could be due to aggradation in the channel, among other things.

Those flows aren’t too far off, so I’m not sure if that’s what’s going on here, but it’s not really what you want to see if you don’t like flooding.

Now, compare the median discharge to measured. You're looking at it wrong.

Ah, so basing expected flow off of level not expected flow off of water on the ground.
