File a claim with your insurance, pay your comp deductible and get your car fixed. Dog owner is negligent by allowing his dog out in the road, his homeowners policy should reimburse your deductible and your insurer for their payments.
ETA You pay your deductible to the shop that repairs your car along with the insurance check. Not worded in the best way in the first sentence.

I wouldn't do it, but the dog owner certainly deserves to pay. That could easily have been a more serious accident if a motorist swerved to avoid the dog and either ran off the road or hit another car.

In the post you were responding to the claim would be filed by the car owner to fix his own car, thus not a liability claim.

Seriously though, you don't want the To hire any attorney that takes this case.
Comp usually covers animals. File a comp claim, get your car fixed, give your insurance the guy's info, let them pursue it if it's worth it (it's not), go on about your life.
