He spoke to each of the Morgan Stanley trainee classes early on in their training rotation. He talked about how the 1993 bombing changed their entire protocol and even demanded upgrades to the buildings stairwell lighting and other upgrades. They also had a strict evacuation protocol that was implemented and activated immediately at the indication of any threat. The safety officer for each floor was in charge in the event of any emergency—irregardless of job title.
Also, Morgan Stanley was in the process of moving its HQ to Times Square. Although Rick didn’t mention it in his speech to our group, this was apparently also at least partially at his urging. As a result, numerous floors of Tower 2 were already vacated.
Ultimately, the 1993 bombing prompted changes that saved far more lives than it took. Mostly because of Rick.
