My mom was almost raped and murdered by a perp just like this while I was very little. Who knows what he would've done to me. This person is/was my half brother which is dead to me. I don't acknowledge him nor speak to him. My brother does on occasion when he reaches out, but i ignored him.

That's the problem with people with mindsets like you in the world. Everyone doesn't fit in a bubble you put them in. Everyone doesn't think or feel the same like some people want you to think they do. So before you are so quick to assume things, get to know someone and you'll truly see who they really are and not who someone proclaims them to be.

Is that for all criminals? I really don't know. Or is their argument that there are certain crimes in which people who commit them shouldn't receive the same treatment as people who do harsher crimes?

This is second hand, and I did not verify the source, but my sister told me about an interview with a child molester. He would seek out single mothers while putting on the facade of the stable, father-figure type to get in her good graces. Then, after enough time passed, would suggest the mom have a girls' night or a spa day, and he'd be happy to watch the kids. Then he had them. If true, and it wouldn't surprise me if it is, there are some seriously maniacal fricks out there playing the long con on this horrendous, deviant behavior.
