I think the idea is fine if that's the way she wants to go. I sure like it better than a parent demanding something special for their child. I don't like that she felt the need to post it all over Facebook if I'm reading the OP correctly.
With that being said I think participation trophies /ribbons ate only really detrimental when a parent would talk them up to a child or go overboard with downplaying actual achievement. Without a parent hyping up their little "participant" the kid is going to give a shite about that trophy/ribbon for about 5 mins tops

I get the idea of it since it wasn't actually a participation ribbon, but a 1st place ribbon. But he's 8, who cares, let the kid keep the thing.

Giving back the ribbon for a track event the kid didn't participate in is the right call. If his team had placed overall for the meet, then that would appropriate to keep.
If the mom posted about this on facebook, then she is doing the equivalent to proudly displaying her own "participation" ribbon.

At such a young age, learning to be part of a team is important. I think young athletes who are rewarded for being part of a team and for participating will have more of a desire to come back next year. If a cheap ribbon or trophy re-enforces the "team" concept, then I'm all for it.
Kids who learn to work together at a young age may not be such jerks when they get to the real world.

Guys on the scout team get NFL Super Bowl rings. I don't see why this kid can't get a ribbon for being on the winning team.
Hell, even the losing Super Bowl team gets rings (NFC or AFC championship rings so I guess it's not really a Super Bowl ring)

I think there is a better way to handle it. She could have let the kid keep the ribbon then explain to him that normally shite doesn't happen like that.. She could have had a little sense of humor about it..Put it up and then it can be a joke that its a first place, unearned ribbon.
