I'm guessing friendly teasing that she is so ditzy, she should ride the short bus? No malice involved, but they didn't really analyze it like a special ed teacher who was greeted with that when she walked into a state office building.
County revenue office building matters to me; I'd think differently if it was a deli. I feel like if she was upset, she could have quietly explained, "You know, here's what I think when I see that..." Notice that the article doesn't say any worker refused her request. It seems like she just got the news down there. That's not right.
