ANd Riley giving the broad statement "take the city back" while talking about looters was eaten up by many of the cops who were foaming at the mouth. Then Blanco pretty much give carte blanc to the cops. ANd let's not forget Captain Scott in the 1st district "We have authority to shoot looters"
