I may be wrong, but it looks like That cop knows the young man personally, like he goes to church with the kid's mother, and he's tried talking with him before, but he just got tired of his shite.
Not to mention, he left himself clearly vulnerable, as the guy easily could have fought back, grabbed something from his belt, etc. I think he was just trying to teach the guy a lesson, a lesson the kid probably needs to learn.
In any case, rather you know the person or not, even if he meant no harm, you can not choke someone like that, especially while he is acting as an on-duty uniformed cop.

Here's the real story.
It's at the intersection of Woodrow Wilson and Bailey Avenue, close to the old Jackson Mall. Area is rife with panhandlers, bums, and other neer do wells that accost and beg the customers of the local businesses in their parking lots. Cop told homey to leave the parking lot and of course, homey wouldn't do it and mouthed off instead.
JPD is notoriously understaffed right now as many have quit since Lumumba became Mayor. He ran off all the good command staff and replaced it with flunkies who cater to him.
Officers are working without backups and are overworked. Guess what happens? They snap.
This doesn't bother me that much. Some nightstick justice will restore some order to the streets much better than useless citations or arrests that aren't really arrests will.
