There is a Sheriff's Office literally right next door to those apartments. Wish he would have just made the transaction there. Very sad.... Unbelievably senseless of the murderer, he will ruin multiple families lives, including his own, for no apparent reason.

My theory is they may have killed him in JP and dropped him in NOLA so NOPD picks up the case.

That was my initial thought as well. You're basically in the garden district as soon as you get off of the bridge.
