Did he not leave a voicemail? Or a text? Depending on the situation I try to leave one if it’s important. If no message, it could have been unimportant, a butt dial, etc.

A few years back as a young guy working my way up, I had a passive aggressive boss who would do crap like that. I’d always answer, if the lights are still on in your office, then evidently I’m working.
