Response time has greatly improved and corruption has been noted to be falling.
Not passing this off as peachy or not having issues. The consent decree seems to be having a really good effect, despite there being some issues that need to be addressed (this person being one such side effect of the CD).

Most of those responses are from people that likely have never set foot in the city (this is hyperbole of course, but you know what I mean).
They have their issues, but I'd love to know what experience drives some of these claims.

It makes it seem like the victims exited their home to investigate the car alarm. It's nobody else's fault but the little thug that committed the crime, but I can't imagine I would have let my unarmed wife leave the house with me in that situation. Really terrible outcome.
I hope the husband doesn't blame himself here, though I'm pretty sure I'd be playing the "what if" game in this situation.

I did some jail work in residency and med school. I can guarantee you the vast majority of prisoners are pieces of shite that will never contribute to society
