Sounds like a political power play.
Similar to when budgets get tight in local districts, they always eliminate the government positions that actually serve the people. (Not the administrative ones)
Example: cut 2 clerks at the DMV windows instead of a few of the 12 administrators that sit in the back and do nothing.

That is one hellacious bump! The original post was from 2017 and even the updated article was from back on May 12. What is new in this story that it needs to be resurrected from the grave?

Mental patients don't vote. Since the average department manager is in charge of less than 2 employees it just goes to show how screwed up the state is

There was a kid in Florida who used to be in some formal setting for mentally health.
He was not in treatment for a while then he shot up a school. At the time there was criticism that the system did not prevent those murders.

It is a lot cheaper to give people mental health services than to keep them in jail.
