It's not all that hard to get in. A 1400 on the SAT or GRE will do it.

I've met a few Mensa members in the government sector.
They never rose past mid-level management, generally due to their lack of people skills and their inability to make a decision in a timely manner.
Of course, that could be why they were in the government sector in the first place.
