Mandalay Bay skips a bunch of floors. The 32nd floor is probably only 15 or 16 stories up.

Can't buy legally. So black market or he converted one. Not that hard with the right tools and know how. You can look it up on YouTube.

You definitely can buy an automatic weapon legally. But it takes money, time, and pretty deep background check by the fbi.
