He was firing that AR, no hearing protection at all? He is extremely disoriented with a massive pounding headache and ear splitting hearing problems, pulls the gun on top of himself while he sits down while fumbling for the .38 then kills himself?

Why couldn't the ISIS guy have brought a hammer? They knew what their plan was all along. After getting foiled in Texas, they are operating on the assumption they are being watched.
Therefore, the plan is to shoot the moment you get the guns, so you put the guns where a lot of people will be.

I guess they could have, but this seems like reaching to fit a narrative when taken with the other discounting facts

Here's what went down:
Paddock is an arms dealer. Has been for years He's got contacts in Asia and the ME. He's also in cahoots with the FBI. They use his arms deals to track terror cells and what not.
Paddock, who the terrorist think is radicalized, along with the FBI agree to set up this deal in Vegas so the terrorist can kill a bunch of Americans having a good time. Except the FBI is supposed to foil the plan before anything happens. Everyone looks good. People are pumped that the FBI is protecting them and politicians get to keep on with their war on terror/homeland security stuff. Everyone gets to show all the pictures of the arsenal and loaded weapons and talk about how much safer we are now.
But, the terrorist figure out what's up. Kill Paddock before the FBI can get there, and bust out the windows and shoot, kill and injure a bunch of people. They also fire a couple of hundred rounds down the hall to keep the FBI at bay and shoot Jesus in the leg on the way out.
Also, I'm completely talking out of my arse, but that's how I would've written the movie.

I think he more of a smuggler and launderer. Gun l, gurls, money, gold, etc.
And yes, I think the FBI/CIA has been using him for a while.
