Disclaimer: I'm only halfway through the video but I think it's safe to assume that's exactly what he's doing? He's asking if anyone needs an EMT but walking away from people who have been hit and certainly need an EMT.

Which residence is she referring to? I think its been established that he recently moved into a retirement-type community.
