Vegas shooter had 200+ reports of suspicious activities, large financial transactions in casinos. LINK
Absent the large financial transactions in the casino the 200+ SAR reports over a 3 year period of time should be enough to trigger a freaking government agent to investigate regardless of whether or not he is a high roller or not.
"One law enforcement official noted "currency transaction reports" are "not necessarily suspicious," especially "if you’re a high roller." As for "suspicious activity reports," 13,736 were filed last year with the Financial Crimes Enforcement Network, according to Treasury Department statistics."

The debate will go on forever! Let me break it down for you guys....You cannot stop psychopaths or criminals with new laws...You only affect law abiding citizens. Since the beginning of time, man has been bashing each other's heads in with rocks or any other thing they can get their hands on to stop another man from breathing...you can outlaw assault rifles, bump fire stocks, bullets or anything else you want to...some sumbitch gonna run hoards of people down with a school bus...Man is creative, Psychopaths are really creative and if he wants to, he will find a way to kill lots of people. The focus has shifted generationally from God and Country and taking care of your neighbors...What is acceptable in society has changed quite literally. We are a selfish, ME, type of society. No laws or bans will ever change that fact...if a man wants to kill a bunch of people, he will! Some will be more successful than others. We are a desensitized society and these horrific things will continue to happen no matter what silly laws are passed by crooked politicians...You can show me studies done in Europe, yadda yadda....Not here, not in this society...it will continue to happen and unfortunately I don't see a viable difference being made until society changes...and THAT is just reality...

I'm with you on questioning his motives. At best, he's videoing to try to make himself look like a hero. At worst, he's a sick frick taking close up pics of the dead and severely wounded. He only assistance he renders is shouting "EMT! EMT!" a few times before moving on to his next subject. I'll give him the benefit of a doubt and say he had good intentions and a reasonably calm demeanor, but no apparent medical skills.
It's apparent to me, based on how few people were left in the area, that the shooting was over by the time he was videoing. When the lights go out, which might have been helpful earlier, it obviously was making matters worse for the few (out of 22,000) people left on the field. He tells the cop, "I need those lights back on." The cop asks who he is. His response is "innocent bystander". When the cop says (incorrectly) that everyone left in the area is already descended. The guy corrects him and then kind of offhandedly says, "My mom's a nurse."
My brother is a doctor, but you don't want me treating your head wound. Or videoing it.

The military has been actively fighting ISIS-affiliated militants in Marawai since May. The city has been an active war zone.
