He filed a lawsuit in federal court. No lawyer does that on a handwritten complaint.
Clerk would likely reject it from a lawyer as there is no way it complies with the Local Rules.

This pro se case is one of many b.s. pro se cases. It is not newsworthy.
Plant I represented had a worker who was shorted 50 cents on his paycheck. They wrote him a check but he wouldn't accept it. So, his boss put it into his top shirt pocket. Employee calls the cops saying he was "assaulted." Then, he sues. Nothing happened, but these b.s. pro se suits are pretty common.

I defended a pro se race discrimination case in federal court, which was quickly dismissed. So, the plaintiff then sues the Federal Judge and I, saying that I was "convicted of MEDFEE" (I never did figure out what MEDFEE was) and bribed the judge. When you make that accusation against the federal judge, the case moves like lightning. It was quickly dismissed, the guy appealed, and the Fifth Circuit Court of Appeals quickly disposed of the appeal.
Federal judge calls me after the case ended, asking if I knew what MEDFEE was? I told him I had no clue.
