I think you misspelled "destroyed" as "built."
As another poster stated, many of these neighborhoods were Italian and Irish (and other immigrant neighborhoods) and they left when blacks moved in and crime came with them. These neighborhoods were turned into slums within one generation. So, it's not like these neighborhoods were always slum black neighborhoods - they were once nice immigrant neighborhoods.

I don’t have a solution other than to be a good neighbor. Which I’m not sure you can be without at least acknowledging people’s lives are affected directly & indirectly by changes like this.

It's tough to say that any whole neighborhood has been one way or another. The city has always been pretty integrated when it comes to housing.
