Also doesn't say how long ago the video was brought to the police. Brought in the day before, last month? Even with bringing in video evidence, they still need time to process, verify, run through legal channels... before they can arrest, issue citation.
Although, another possible angle for going after the City/Parish is how long did this guy actually serve for his prior felony conviction(s)? One of those cases where we have someone trying to hold the people's feet to the fire that keep letting these violent offenders back on the street so quickly?

Agreed, but that is not where we are now. I voted D almost my entire life, but now I can't support Rs either. They are both on the same party. Everything that is happening now is happening for a reason.
