Man in wheelchair goes on a stabbing spree in French Quarter

Never seen a guy in a wheelchair ride the lightning before

The last sentence reads that the cop spit on the EMT after tazing the suspect.

I work in the CBD and I’m pretty sure this guy has asked me for money before. He intentionally gets his wheelchair “stuck” on a ramp and asks people for help. Then if you help asks for money.

Why didn't they just push his chair over and let him wriggle around on the pavement until the cops arrived?
