Are the middle numbers 647 or 667? 647 gives a landline result. 667 looks like a corporate cell phone.

Assuming she’s a grown arse woman, she could’ve responded and handled it. It wouldn’t be any issue for her to have said, “I know you said you were joking but I’m married and I’d appreciate you respecting that. Can you pass along my number to your wife so we can arrange that play date? Thanks so much and appreciate the offer for our kids to play together”.
If he continued to be creepy about it then she could’ve punted it you. And at that point you just need to address him directly, not take some passive aggressive “ban the family from the pool route”.
Just because he lives in the community don't presume he is Joe Blow normal guy trying to see if he can get laid. He could be a real creeper.
It seems she got such a creeped out vibe from this guy that she doesn't want to just say no thanks; she wants to ignore him and have her husband as back up in case he is peter peeping tom or worse?
The OP wanting to be billy badass is unnecessary. Ignore him/block him. If he approaches her at the pool again leave and call the cops.
