I'm not saying the cops didn't handle the situation right, but why did they not just handcuff him when he was down in the parking lot for like a minute? He just gets up again for more taser action

I don't think they had a chance to frisk him yet. Plus he's on serious drugs. I'm not taking a risk trying handcuff that guy while he's still in full rage mode. I'm not getting stabbed.
