Growing up there was a neighbor that had a concrete backyard with a goal set up for his kid. They let the kids in the neighborhood play.. When it was time to stop the father would lean out the back window and tell us "it's time to go home".. And we went home and actually thanked the father for letting us play... No one was mad or talked back because we wanted to be able to come back..

Most black folks aren't down with the culture. The problem comes when these same people use their "blackness" as a shield. If you want to be seen as a group, people will view you as a group both good and bad, and its their own fault
There's definitely a small percentage of the population of this country that is dysfunctional and it relates to culture. There's some white dysfunction too, no doubt. I don't think you can fix it now, its multi generational. THis small portion of the nation is an anchor and take an incredible amount of resources. Its exhausting. Until people stop making excuses and start fighting back, nothing changes.
Mass incarcerations in the early 90s did work. You put the right ones away and keep them there, and things may start to change. I loathe the CJ system, but repeat violent criminals aren't fixable.
Its a curse.

grew up down the street from a family that had been friends with my folks before any of us kids were born, one of the guys went on to be an NFL Hofer and won four SBs, his parents had a huge ship's bell in the backyard, whenever that bell was rung he and his brothers would drop whatever was going on and haul arse home because if a second ring was required they knew there would be an arse beating involved

Good black folks wouldn't mind calling the cops, they dislike criminals too. Its a white guilt affliction. The entire "defund the police" movement was just white people gone amok.
Lots of folks in these neighborhoods don't support this shite, but really don't have much recourse to fight it.
