Union is 50/50. In fact, it was formed in the 80s to specifically include both races.

In this state, party and race usually run along the same lines, as the vast majority of Dems in the state are black.

That's weird. Only 1 in 6 of Louisiana's Congressional delegation is not a white Republican. Seems like that would mean Democrats and blacks are a tiny minority in Louisiana, right?

When a group is heavily dispersed throughout the state with a few large masses in cities in each of the state’s corners, it’s hard to come up with a map for multiple districts without it being so gerrymandered it isn’t funny.
They tried to set up two districts in 1992 and it got struck down.
The 2nd (Orleans Parish) was fine. The 4th, the “Zorro District” got tossed because there was no way you could consider a district running from Shreveport to Monroe to Baker to Bogalusa was compact or had anything in common other than race.
This has become less feasible as the number of people in a district has gone up, as Louisiana has had fairly flat growth unlike other states and has lost districts as a result.
TLDR - 30% or more of the state can be black but not 30% or more of the House members if they are too dispersed across the state.
