Sorry I'm late to this but my understanding of the law is that YOU are responsible for your wake. PERIOD. No idea how they treat that during a major flood but I would think the responsibility would stand.
As mentioned, law enforcement would love to avoid this particular case if at all possible

Where are you seeing 12 is open? Everything I can find shows it's closed.

Alright guys, I just passed thru lake Charles and my GPS is telling me to take exit 4 for US-90 E and then get on 109N to LA-12. What has me worried is a shitton of traffic just exited for hwy 27. Am I gonna be able to cross over into Texas on LA/TX 12? Headed to Houston.

No 12 is closed.
ETA: You can go 27 south to Cameron and pick up 82 there or go north on 27 to 190.
