Louisiana’s infrastructure earns poor marks in study; DOTD taking steps toward improvement

Getting money for infrastructure projects in Louisiana has been a decades-long challenge. Even in good economic times, the state has been reluctant to make long-term commitments in the hopes that future tax receipts would cover needs. In down times, transportation funds have been diverted to needs like health care and higher education.

As a result, it’s not surprising that the state’s highway and bridge infrastructure rates poorly compared to other southern U.S. states. What might be shocking is that it even trails many cold-weather states in those areas.

That’s according to a recent report from financial website 24/7 Wall St., “States That Are Falling Apart.” The analysis places Louisiana 13th worst overall among the 50 states. Among southern states, only border states Delaware (12th) and West Virginia (3rd) fared worse, and even those states routinely see worse winters than Louisiana.

quote:

One consolation for Louisiana residents might be that its spending on highways was far lower than many of the other states with poor infrastructure; at $450 per driver, it was the 21st lowest in the nation. By comparison, West Virginia has the third worst infrastructure but the fifth highest spending ($910), Pennsylvania has the fourth worst but spends the ninth most per driver ($773), and Alaska is sixth worst but spends the most per driver at $2,374.

quote:

Given the Legislature’s inability to pass any major highway construction projects using general fund dollars, the state Department of Transportation and Development moved this year to garner permission to issue $650 million in GARVEE Bonds. These funds will be repaid in future years from federal transportation grants.

At the time that the use of the bonds was approved in April, Transportation Secretary Shawn Wilson warned that if Louisiana didn’t take steps to improve its infrastructure, it risked having the federal government step in and dictate solutions.

“Without doing some of the urban projects, which are typically large capacity projects and very expensive, we run the risk of being forced to do them,” Wilson told a legislative committee. “Using [these] bonds will allow us to spread out the annual financial impact.”

Much of it is functionally obsolete because of lack of maintenance AND zero efforts to enhance critical pieces of infrastructure.

I can't believe the Comite Diversion Canal still hasn't been built.

I've worked in a lot of states as a bridge/roadway inspector. While Louisiana probably has the worst workmanship that I've been, it's not the only reason why the infrastructure is so bad. Southern Louisiana doesn't have good building materials. Sand is dredged from rivers, limestone is shipped on from Mexico. There's is some decent coarse aggregate in rivers like the Boga Chitto (sp?), But I'm not sure if they use it for concrete, or ship in aggregate from somewhere else. Not having good materials drives up cost tremendously.

The best thing did was pass the 1/2¢ gas tax years ago, so they could fund $6+ billion in interstate and bridge jobs. But the tax expired, and wasn't renewed. So it will probably continue to crumble. Especially since numerous bridges (especially around 90) that are very old steel through truss bridges, that need to be painted. That's expensive, and there aren't many people certified in cathodic protection. And demoing and relaxing those bridges would cost even more.

But like with many industries in Louisiana, the lack of opportunities has forced many good people to leave the state. I tried to move back to Nola. But I couldn't find a decent paying job. I was even ready to get a Parish job. But even with 17+ years of experience and $9-10 billion of projects under my belt, the best they could offer me was $16/hour. I made more than that when I started out at 18. Which is why it's hard for the government to get good employees.

says the guy who makes a living inspecting bridges.

look bro, I'm not supporting another tax till the state shows some financial accountability. They've been misspending my money for 49 years. I have no reason to trust them and I aint paying for that.

What infrastructure? Only thing I want to know about Louisiana's infrastructure? Is that Huey P.Long bridge in N.O. still standing, or has that heap of scrap iron collasped into Mississippi River? Seriously, is that thing still standing?

Yikes! First time I drove on that thing.....a train passed while we were crossing and my wife just about had a heart attack, that heap of rusted scrap iron was shaking so much.

Honestly when I read this

I braced for much worse than this

The analysis places Louisiana 13th worst overall among the 50 states
