I hate to say this, because a man died, but, damn, I liked reading this. A man with the mindset that there's nothing wrong with stealing a police car in a disaster area.

100? chance the perp was mentally ill and/or fricked up like a lab rat. What are you going to do with a police car? How long do you think you're going to get away with doing it? At a minimum, you're getting a beat down and going to jail. Worst case scenario is you end up full of bullet holes. There's no chance of winning here.
