Since the average temperature on Mars is -81°F, liquid water, especially at the south pole would be rare. This means the water is probably heavily mineral-laden...meaning, "casting a line" hoping for a bite would be futile. However, extremophiles may be able to tolerate those conditions.

Another possibility is an internal heat source is melting the ice. This would be monumental, because scientists believe Mars is geologically inactive.
