That is still really pushing it. I have 28" thighs and a 31" waist (wear 32" pants usually) and my BF is only slightly lower than 15%. What he describes is a power lifter core which is rarely down at 15%. The real question is how it was measured calipers or circumference methods can easily be 5% or more off. DXA, Air Displacement, professional BIA, BIS or EIM would be more accurate but using hydrostatic or ADP for volume, BIS or BIA for body water content and DXA for bone mass together gives what you could consider a "real" number. For most people and most testing methods body fat is best used as a relative number for your body not as a benchmark against others unless accurate testing methods have been used. Most BF measuring systems alone are similar to weighing on a scale with an unknown unit unless someone is using the same scale there can be no comparison made.
