Ultimately I blame the right lane truckers, clearly they are driving 55 and the other trucker wants to drive 56, but right lane truck won't hold up to let the left lane truck pass quicker. It's like right lane trucker is fricking with left lane trucker for trying to pass him.

This is good news, but I don't know if I believe it. I have lived here over 40 years and never seen a trucker get pulled over for driving slow in the left lane. And I drive on the interstate a lot.

You can blame insurance companies. Fleet trucks are governed anywhere from high 50’s to low 70’s. Most around 65. Truck drivers are not trying to clog up the hammer lane.

And yet, zero qualms about swerving into the passing lane 6 feet in front of you going 10 under the speed limit and then taking 20 minutes to pass.

They have different speed limits, so they need to pass occasionally.
