It's all in where Laura shows up in the Gulf ftr. The HWRF has it north of Cuba and stronger. The HMON brings it across every mountain it can in the GA and puts it in the gulf at the tip of Cuba and much weaker. Same steering at play but weaker and farther south entrance in the Gulf yields a very different landfall.
