It's no different than the storm surge forecast - they give you the maximum numbers to expect. They don't give you some area average.
You don't give enough credit to how little instrumentation is out there to measure these speeds on land either. I'll give you an example.
This was the last NW eyewall drop:
89 kt sustained, and the Calcasieu Pass station measured 81 kt sustained. That's about what you'd expect.
If you want 150 mph sustained winds, you need to find a way to get something in that incredibly limited area of the E eyewall. Good luck.
