If the contracts are awarded to the most capable entities then yes that would get the best results. Unfortunately contracts are awarded to cousins and friends who provide shitty services.
Look at IV Waste. A private business that is being utilized for emergency services and is handling the job. Everyone else is sitting on their hands.
