I mean, she may be an idiot, but what was she supposed to do stop in the water plant every hour?
And yes, there should (and probably are) low pressure, low flow alarms in place to alert the operators about an issue. They were fired/forced to resign.
If anything, the S&WB supervisors / managers should be the ones on the hook.

The lies and the attempted cover up is the issue.
She already got caught lying and covering up a major issue in her 10 months as mayor.
Not to mention the credit card scam she got away with.

The policy is to never sleep on the job; the procedure is to stay awake on the job. Obviously S&WB employees failed to follow the policy and implement the procedure; it ain't Lotoya's fault...
