Well, he has seen more engaged with this than he did with the Afghan evac where it took days for him to even call to talk to any of the other leaders involved. Shrinking in the face of pressure is what Joe does. He's not an out front type leader.

I doubt they would care much about casualties.
Flattening the place would be an issue. And frankly some of the businesses, like the chip manufacturer, would likely destroy their shite on the way out.
