I don't believe that claim at all. This thread, I believe, takes that theory down completely.
My gut has told me that picture was staged from the first time I saw it. That being said truth is often stranger than fiction and there is often a logical reason for odd looking stuff. Understanding why they ended up like they did probably is missing some context one would need to understand.
It was an odd moment that may be completely forgotten in a couple of weeks or it may be the genesis of something we remember forever. Odds are high it will be the former but one never knows.

As long as Solovyoz and his buddies are talking about it nonstop I am not concerned. If they quit it will ratchet up my OML meter. He was just talking about nukes again on his morning show and his weather guy was talking about using their Soviet-era weather weapons.

It's been discussed for multiple pages several times in this thread.
Early in the war last year, Putin would frequently reference nukes. Whenever he would make a nuclear threat, this board would have a dozen posts worried about it. Even then, though, the answer was that Putin would never use a nuke, because that would be the surest way to lose the war. Even India and China would oppose Russia if they used nukes.
In fact, the reason that Putin quit talking about nukes was that Xi told him to STFU about them. And Putin obeyed.
And that's why the topic doesn't come up here so much anymore.

Not really, no. If you give credit to Putin at all, you think he's at least a semi-rational actor, and we've been pretty open in showing him just how compromised his security, his location, and his planning is. He's not an idiot.

It was more that what was said in the video doesn't correlate with historical record and Russia having a claim on the territories of Ukraine considering that claim only existed for just over 100 years. This is not much longer than Ukraine has existed as a sovereign entity in the context of history.

Zeihan totally uses bullcrap as facts in some of this YouTubes. I will give him demographics, geography and history, but anything else he is pretty much clueless.

Best friend of my sister was over E&P for ExxonMobil in Kazakhstan about 20 years ago. The bureaucracy was nothing close to anything she ever experienced and frustrating as hell.
A friend with a small demolition company went to Kazakhstan to clean up all the old Soviet refining equipment, for Chevron, left unused and abandoned for a few decades. That was 15 or so years ago. No one would buy any of it, even though surplus hydrocracker reactors very well preserved by the climate, were in demand in Canada about that time, and he had several built to Soviet standards (twice the steel then needed, weld joint efficiency didn't really matter).
He did note that there were lots of feral cats and these feasted on the cobras around. Workers liked eating the cobras.

This is very interesting. It's a sign that the Biden administration is worried about getting more Ukraine funding passed through Congress, and so they are saving money in the program.
Are the Ukrainians buying this with the money that we gave to them? Not really. Most of the money that we gave them is allocated for other things, and the EU is giving Ukraine far more cash than we are.
Note that this is for the purchase of a new system, so this saves money in USAI. To save drawdown money, the administration could start using Lend-Lease.

Some video from twitter but it doesn't show a huge fire like the big picture you shared. The fire could be in another area of the building.
