Turns out, after much speculation, it was a brand new speech.
He announced that Ukraine was historically Russian and that a hostile anti-Russia is being created there. And so he has undertaken to launch a special military operation with the ultimate goal of demilitarizing Ukraine.
He has declared war on Ukraine and a full-scale military invasion is about to begin.
This is paraphrasing from Russian interpreters on social medial.
