Something is going on with him. His face is puffy and enough people in a position to know have talked about him having a different state of mind. Steroids can do both those things. Parkinson's doesn't always manifest as tremors. It also can have a neuropsychiatric component.

Almost 30% consider Russian their native language and the vast majority of Ukrainians speak Russian.

That’s gonna be a problem. No one outside of Russia is going to buy them either generally speaking. I assume if they do it would be a person of great wealth at a great discount even to current market value.
