If the out of towners start coming in, this is where they divert from one area to another to try and throw the police off. Portland/Seattle/New York would start small fires in one place to get police to go there then cause chaos somewhere else.

Put the volunteers to work.
Have a special section of the jail that is setup temporarily to be used as a holding facility where the volunteers from around the country are used as free labor to fill sandbags.
Once they fill x amount of sand bags the charges are dropped if it is a minor charge.
