You realistically can't.
You can put restrictions in place, but the function only pauses the ones trying to leverage a profit, not the true hoarders.
Nothing stops the panic buyers from purchasing and going back in for instance.
Unfortunately, the only real "solution" is to be aware enough to foresee these types of things, and stock up before the panic hoarding starts (assuming you have a deep freezer to spare).
At the end of the day, people will always be idiots.
The only thing you can control is seeing to yours, while being socially responsible enough to not add to the burden by going in early.
