This also make New Orleans more vulnerable.
I'm surprised the Nola elite are not going apeshit. They should have more pull than oyster farmers.

Weren't those "saltwater estuaries" fresh-or-brackish in the not too distant past? I'm sure they were before the levees were built.

People have been harvesting oysters in the Gulf ever since there were people there to do it.

It was not just the initial funding. The design and scope as bid was 100% funded from BP oil spill funds that is managed by a trust. Would it have gone over that allocated amount? Possibly. Would the BP trust have allocated more funds for overages a year or 2 or 3 into the job? Maybe or maybe not. But - the project was fully funded to cover the most recent bids for the job. The company that I work for did put yearly escalators into our bid for estimated price increases - as I am sure others did as well. So - at least some of the rising material costs were covered in the allocated funding.

Now - CPRA was overseeing the project and they are a state entity funded with tax dollars, so from that standpoint, there was a minimal amount of taxpayer dollars being spent. But I have to believe that would have been offset many many times over with the tax revenue that would have been obtained from the actual construction itself. Hundreds of people staying local, eating local, shopping local, etc.

New Orleans, is on the other hand, a comfortable metropolis which has a certain apathy and stagnation which I find inoffensive

No they dont......NOLA restaurants get their best oysters from Mobile Bay and the East Coast
