Every other state either has it at casinos or mobile gaming. No other state has laws where you can just walk into a bar room and place a bet on a team at a book.

tell establishments that you're only giving out a set number of licenses for sports gaming outside of casinos until you have the proper number of people and regulations in place and then move forward accordingly.

If you were to create the typical "Louisiana corruption movie" then this is the perfect script.
Take something that most citizens support and that will make the state money.
Have a very small minority of religious folks scream that the devil will destroy us all if this happens.
Have a number of politicians who's only concern is that they can't make money off of this
Have all sorts of other industries - horsemen, video poker, etc, come out screaming for a handout.
In order to appease their lobbyists, have them added to the bill.
Meanwhile, others know that this makes the bill unworkable, so it gives them cover to vote against it.
Meanwhile, no one in the house stands up and says, WTF, this is BS and calls people out on exactly what is happening.
Vote them all out.
