Apparently that's what the defense was given and was showing in court and the prosecution said we have a better resolution video than that the whole time and outed themselves.

It reminds me of Steve Harvey’s stand up on OJ saying he’d need to be chained to the chair and ball gag if he himself was ever charged with murder and why he knows that OJ’s guilty.

And apparently this video was the ONLY piece of evidence that was not sent via Dropbox. Judge needs to come back right now and end this kangaroo trial.

What are the legal standards (at least within Wisconsin) for transmitting evidence to the other side that may be compressed? Is the transmitting side obligated to point out that the video is compressed and/or provide instructions for uncompressing it?

Edit: I ask because usually compression artifacts are self-evident and I’m wondering if the case law in Wisconsin might say that the obligation is on the recipient party to specify the resolution of the video or file they are requesting.

Prosecutors are saying they air dropped the file to "Mrs. Wysco", Kyle's 3rd attorney and since she has an android phone, it compressed it.

that is only the case if they chose to send it as full size or compressed. Its like when you send a picture and it ask you if you want to send small, medium, large or full file size. If you just send the file, it will send the full file to the phone.

That's not how video compression works. The video has to be decompressed to play. The problem is that the original source can be compressed with lossy compression which means that the original video can no longer be recreated from it. There are lots of techniques that fill in the gaps created by lossy compression, but they can create artifacts and irregularities that don't appear in the original uncompressed video.

I cannot believe that there are not guidelines or laws for how to distribute digital evidence in Wisconsin.
