I was a single Dad with two kids. Returning the cart was one way I showed them by example how to be responsible.

Yesterday, I watched one in front of me take the bags out of her cart and move it to the empty space beside her car. The empty space was next to the cart corral.

Park in the back of the lot near an empty cart thingy. Low chances of your car being dinged.

Think about this for a second.... You getting all fired up because someone doesn't return a shipping cart. Much less one that has kids. Either leaving them alone or carrying them to the store front/stall.... Just so you don't see a stray shopping cart. It really isn't that big of a deal. Btw...my publix opted for more parking and just 1 cart return and to hire kids/special needs employees to round up the carts
ETA ..I would agree that carts should somehow at least be prevented from rolling around. Propped by curbing /sidewalk

I have multiple kids and they go with me to return the cart then we go to the car together. I'm confusing how the lady in the OP hasn't figured out these logistics yet

Nobody is asking you to bring it back to the store. The point of the cart rack is to keep them from rolling around the parking lot and hitting vehicles until an employee can come get it.

Oh, I saw a young attractive couple leaving their cart in the road at Costco. I came very close to saying “you have no excuse to be this lazy.” I didn’t. I was a pusdy. But I regret it now.
