Not sure how old you are but I've seen younger people do this fairly often. Pay double the price for their lunch so they don't have to drive 2 miles and then bitch about being broke.
Services like Waitr make no sense to me unless it's a big group order.

Yep, I've used Waitr only a few times. All of them were when we've been drinking at the house and can't leave.

They delivered until 10 or 11 pre-covid. But regardless, is being impaired at 7:30 really that unusual?
