If you guys remember, Mayor Daley of Chicago stated that if you want to offer a Cop, who busted you for a moving violation some $$$, he wouldn't think poorly of either of you. Not his exact speech, but he felt bribes to get out of things were Chicago way, and ok.
This is Chicago Politics, Smollett had incompetent SAO and Obamas on his side, they were never going to make him do actual jail time.

Is it just a case of not having enough evidence? that seems crazy irresponsible to figure out at this point, but.. What do they have, the word of the brothers, and a check for "training"? But then the story was that he actually did pay for training, but he also paid a little extra for the hoax beating. What else did they have??

The explanation being discussed on Twitter is that he would have only received community service anyway, so what was the point of prosecution when he already performs community service
It's a bizarre extrajudicial conclusion by biased folks looking to seal records from prying eyes.
Meanwhile, it's done while Smollett's people continue to claim he was actually attacked. It's essentially a privileged plea deal where you don't even have to plea.
