He is the one that made the false police report and mailed the letter. Outting someone because they encouraged it won't lead to charges against them or a less sentence for him.

At least wait for federal charges to come before saying so.
Besides, with his connections they'll make sure he does easy time in club fed for 18 months.
And they will pay him off. He'll have no choice. Much worse things can happen to a person than a little fed time and being paid to be there.
I'm curious if the federal prosecutor for that district is a friend???
