What’s really at issue here is that Banks and Chambers failed in their own effort earlier this year to bring an ER to the Howell Place development in north Baton Rouge. Their plan centered on working a deal between the state and the for-profit Texas company, Next Health, that owns the Champion Medical Center at Howell Place. But the state had no interest in engaging, for a variety of reasons.

Now, Banks and Chambers are smarting that their deal didn’t get done, while someone else’s did, so they’re taking aim, ironically, at the first governor to show any interest whatsoever in north Baton Rouge in nearly a decade.

That the state chose to engage with OLOL over Next Health/Champion only made sense. Next Health’s for-profit model wasn’t appropriate for the area—namely, it doesn’t accept Medicaid. It didn’t have transfer agreements with the other hospitals in the area, and it’s not at all certain any hospitals would have signed them. What’s more, it would have cost some $7 million in state funds just to get the doors open, on top of an annual operating subsidy of at least $3.3 million.
