Be prepared to suit up. Have the tie in your coat pocket. Take the jacket off before the interview if it's clear it's unnecessary or against the culture.

Wear a suit and bring a tie with you. Make a gametime decision once you're able to actually check out the space/see the reception.

Chinos or other non-dress slacks, button up with sleeves rolled to still below the elbow, and casual driving loafers with no socks. Clean shaven.

Nice pair of darker jeans with business casual shoes...lightly starched shirt with a less formal sports coat.
What's the position? If you're going to be out in front of clients then I'd lean towards something more polished. If you're going to be running numbers in the back room and only time you see anybody is to hit the head and grab lunch then I'd lean the other direction.

Unless you show up in jeans and a plaid shirt, just know you'll be overdressed, but that's ok. I work in a really casual environment (software), and I have interviewed people who showed up in suits. Never thought anything of it. Wearing a suit to an interview is just something that's so engrained in etiquette that a lot of people will always do it no matter what. I wouldn't take it as "not following instructions," but that may be just me.
Bottom line, it's your interview so go with what will make you most comfortable with the impression that you will be giving. If wearing a suit when they said it's not necessary will stress you out, don't wear one. If you just don't feel right without one, then suit up.
